Study committee refines survey on form of government

Shrewsbury's Form of Government Study Committee refined its community outreach survey and heard from Andover's Town Manager on how that town maintains open town meeting. The committee, which welcomed new member Brian Costello, will vote on the revised survey in two weeks after adding an optional comment box. Town Manager Andrew Flanagan described how Andover, with 37,000 residents, sustains open town meeting through e-voting, road shows, and roughly 150,000 dollars annually in communications spending.

Department heads have reported positively on Shrewsbury's existing form of government.
