Shrewsbury Board of Health Adopts Waste Hauler Regulations With Phased Enforcement Deadlines

SHREWSBURY — May 20, 2026 — Shrewsbury Board of Health unanimously adopts revised Waste Hauler Regulations, setting a phased enforcement schedule. The board voted 3-0 Wednesday to approve the rules, which take effect June 1, 2026, but give residential haulers until January 1, 2027 and commercial operations until June 1, 2027 to reach compliance. Gosha Stalarska, the town's Solid Waste and Recycling Program Manager, walked the board through six categories of revision made after public comment, including explicit permit requirements, cart-audit authority, cross-contamination labeling rules, and a new provision allowing haulers to pass contamination fees through to waste generators. The board also voted 3-0 to designate Stalarska as the Board of Health's enforcement agent for the regulations. In departmental news, Director of Public Health Garcia reported that public health nurse Bridget received the Sheila Miller Memorial Public Health Nurse Award from the Massachusetts Association of Public Health Nurses, and that three proposals have been received for a five-year strategic plan under the department's Public Health Excellence grant.
