Shrewsbury Zoning Board Denies Grenier Pool Setback Appeal, Approves Accessibility Ramp

SHREWSBURY — June 29, 2026 — Shrewsbury Zoning Board denies pool setback appeal and variances, approves accessibility ramp and eight other petitions. The Zoning Board of Appeals voted 5-0 Monday to deny Carlin Grenier's appeal of a November 2025 building inspector violation and his two variance requests for pool equipment and a shed at 45 Roman Drive, finding the appeal was filed more than four months past the 30-day statutory deadline and that the hardship criteria for the variances had not been met. The board unanimously approved a wheelchair-access ramp for Christopher Zerwas of 39 Francis Avenue, whose daughter lost a leg in a January accident, citing the below-minimum lot size as the qualifying hardship and the ADA obligation for reasonable accommodation. Making Opportunity Count, Inc. received a permanent parking variance for its 63-unit educational congregate living facility at 235 Boston Turnpike — where the building commissioner has issued a permanent certificate of occupancy and 31 spaces serve a bylaw-required 102 — removing the one-year check-in condition attached to the 2025 approval. Jeff Motha withdrew without prejudice a bid to build 11 contractor storage buildings on a steeply sloped Cherry Street parcel after board members said they lacked grading, drainage, and floor-elevation information needed to evaluate the project; a Daniel Ford garage-and-pool proposal at 47 Lear Street was continued to July 27 for the same reason.
