Shrewsbury Select Board reorganizes, votes Flynn as chair. In a 3-2 vote, Theresa H. Flynn was elected Chair, with Carlos A.
Garcia as Vice Chair and Michelle K. Conlin as Clerk; Gregory G. Richards, who sought both positions, received two votes each.
The Board then recommended the $69,810,336 Fiscal Year 2027 General Fund Operating Budget in a 4-1 vote, with Anand Sharma abstaining; the revised proposal reflects $527,000 in additional state aid and increases the school appropriation by approximately $226,391 while reducing reliance on one-time revenues to improve long-term fiscal stability. The Board unanimously recommended all 37 warrant articles for the May 18 Annual Town Meeting, though no recommendation was made on Article 4 pending final utility figures and no action was taken on a grant application the town was not prepared to advance.
