Finance Panel Reorganizes, Sets Stage for Dec. 7 Meeting

Shrewsbury Finance Committee reorganizes, reports $26 million in town reserves. Jim Flynn was elected chair, Milind Kanikar vice chair and committee member David clerk in unanimous 8-0 roll-call votes. Director of Fiscal Planning Alex Martinez reported fiscal 2026 local receipts of $19,875,825, about $2.6 million over budget, and a preliminary free cash estimate of $9.6 million, or "5.69 percent of the FY27 operating budget." Town Manager Kevin Mizikar said the town expects a December 7 Fall Town Meeting focused on zoning bylaws for drone-delivery logistics and computer data centers, with no financial articles.

Investment adviser Alex Bartholomew of Bartholomew & Company told the panel the town's $15 million OPEB trust is "not in a bad spot" despite a $58.3 million actuarial liability, while the town's $94 million operating fund is yielding about 4.5 percent. Staff flagged motor vehicle excise and investment income as softening revenue categories heading into fiscal 2027.
