Form of Government panel hears from municipal veteran Robert Nunes

Form of Government Study Committee · Meeting of March 16, 2026

Shrewsbury's Form of Government Study Committee approved prior meeting minutes and heard from Robert Nunes, a veteran of 40 years in municipal government including eight years as Mayor of Taunton and eight years as Town Manager of Middleborough. Nunes outlined how different structures operate, noting that at-large elections in Taunton ensure citywide representation while Middleborough's open town meeting system has not faced quorum difficulties. He stressed that strong local governments depend on quality leadership and specialists willing to speak truth, regardless of system type.

The Committee agreed to develop standard interview questions for Shrewsbury town staff and departments and approved a two-part resident survey on Town Meeting and Elected and Appointed Officials, to be coordinated by Tanner Walling with Town Manager Kevin Mizikar and Assistant Town Manager Keith Baldinger.
