Shrewsbury's Form of Government Study Committee heard from Framingham Mayor Charlie Sisitsky on his city's shift to Strong Mayor government. Sisitsky detailed Framingham's 2018 transition from Representative Town Meeting, citing legislative inefficiency and a $400 million budget; voters narrowly approved the charter, which took effect January 1, 2019, establishing nine district councilors and two at-large members for geographic balance. He warned that the Strong Mayor model's success depends entirely on the individual elected, unlike a professional City Manager, and identified appointing based on politics and weak municipal finance knowledge as his greatest concern.
The committee unanimously approved its Annual Town Report and February minutes, then directed Assistant to Town Manager Tanner Walling to finalize a draft community outreach survey for spring release.
